Unfunded Mandates

 

After hearing a presentation on the fiscal constraints and challenges anticipated in the preparation of the 2011-2012 Budget, parents and community members requested specific information on the unfunded state and federal mandates that are a growing part of each year's budget.  Participants in the Open Topics Forum requested this information so that residents can address their concerns to State Senator Suzi Oppenheimer and Assemblyman George Latimer.


UNFUNDED MANDATES ARE 10-15% OF BUDGET
$10,500,000 for the Rye City School District in 2010/11


ITEMS REQUIRING LEGISLATIVE ACTION

 

Mandatory Contributions to the Teachers Retirement System

  • 2010/11 Budget = $3,093,000
  • Rate will increase from 8.62% to almost 11.5% for 2011/12
  • The 33% rate increase results in $962,000 in added costs for 2011/12

Mandatory Contributions to the Employees' Retirement System

  • 2010/11 Budget = $850,000
  • Rate will increase from 9% to 13.8% for 2011/12
  • The 53% rate increase results in $188,300 in added costs for 2011/12

Race to the Top (RTTT) Requirements

  • The District is estimating up to $200,000 in added costs for 2011/12 to comply with this July 2010 new mandate for data reporting, data analysis, student tracking and new testing/assessments.  Rye City School District received NONE of the RTTT funding the state received to offset the costs

Prevailing Wage Requirement

  • The District's building repair costs have increased by 50% due to the requirement for its contractors to pay Westchester County prevailing wages instead of market rates to contractors providing services ($90,000+)

Special Education

  • District must evaluate, hold meetings and process placements for pre-school children at the K-12 budget's expense ($110,000+)
  • District must now process and provide services for non-resident students attending private and parochial schools located in the RCSD, and bill and collect from home district for these services (use of administration, overhead, and added clerical support)
